I looked everywhere in settings and searched rule threads. Is there any way to change my profile image or is it something blocked for new users?

Go to settings and on the right column, Avatar, then click to change Avatar.

You need a minimum reaction score to add a profile picture. It's low, like 20 or so, but to prevent spam and abuse we don't allow new users to add profile pictures.
mine pulled from attaching to my email i believe, or something like that. Im not too sure where but i didn't set it it pulled when i created my account
