That's not a bug. That's the Bump button. When you press the Bump it moves the thread to the newest posts without making a new comment and updates the timestamp on the last post as sort of a side effect.
That is maybe the most idiotic thing I have ever heard of. Absolutely the dumbest thing imaginable. You can "bump" a thread that hasn't had an actual update in months, every single day. Just so stupid
