There are free proxies and VPNs. I can't vouch for their speed or quality, but I'm sure it's fine for downloading the odd file. You can always ask if someone can re-up it to a different host, but that's up to the uploader or anybody else willing to help. I generally like bunkr links because they're fast and last basically forever. Unfortunately with our broad userbase and their different habits and countries of origin there is no good single answer for hosting.

When I was overseas for work I found a few sites that could proxy into bunkr so I could download the pictures if you don't want to actually install a vpn. Otherwise look for free vpn browser plugins.
