BB-Code not working/only for certain users?

I tried to hide a password behind a BB-Code, but it said I didn't have permission to use it. Is this a glitch, or a new thing added as part of the migration?

So the threshold has been raised to 5x its previous amount and this feature is still unavailable to most users. Sounds like a great system.

Even if it was available at 1k and vip was at 5k, that would make more sense.
