Well, someone out there has figured out how to make some extra easy money. New OF girl sets up an account and sets the initial subscription fee to $15. She posts some half decent content for a day or two (say 8 pics and vids in total). A couple of days with no new posts go by. She is, however, active on her other social media. She has also just been introduced to Fambase and it's tipping system. A couple more days go by with no posts on OF. The today, her subscription fee drops to "free" and all her posts, except 1, are hidden behind a tip wall. Yesterday I could see all her pics and vids. Today, I only see 1.

Probably more just a new creator trying to figure out how they're going to operate instead of anything malicious.
Having an account with a monthly subscription requires a lot more time and attention. You need to constantly be making new content and promoting if you want to keep subscribers and it can be overwhelming for a new creator.
With a free account people are more likely to stay subscribed even if they're not fully interested. It's a lot easier to release content on an irregular schedule or not get punished for taking a week or two away for real life stuff.
