I think that anyone with under, let's say 50 or 100 rep, not be allowed to post in an existing thread except as a reply to an exiting post or if they actually are posting content, either in photos/videos or links to photos/videos. Then if they are posting bad or misleading links they could be reported/banned for such.
I believe this might help avoid so many new people from doing worthless bumps on threads watched by others. By the time someone has earned those rep, usually they would know not to post "Anything new" type posts.
